Transforming Cities Fund Programme

The West Yorkshire Combined Authority awarded The City of Bradford Metropolitan District Council with over £90m of funding to deliver 4 distinct transport and public realm projects by March 2024.

We were engaged to help find a suitable procurement route to appoint a Delivery Partner who would build the four distinct projects.

We provided briefings to the Bradford team, including Legal and Procurement around the use of the SCAPE Framework and established regular workshops between Bradford and SCAPE central team to explain the process and agree how any mini-tender process would work. This was also agreed with WYCA.

Working with the Bradford Project team, we created a full detailed specification and tender documents, and a procurement strategy that could be tendered by the main scape contractor Balfour Beatty to local Contractors and Suppliers.

A first of its kind

A first of its kind, recommendation within very tight delivery programme requirements. Using SCAPE framework and a series of mini tenders for each package of work, under the main Framework, it was the first time this approach had been used at this scale to deliver 4 significant projects – including a new Park and Ride; Active Travel routes, Public Realm Enhancement and a new Bus/Rail Interchange.

We upskilled the Bradford Project Team ensuring all colleagues were fully familiar tendering and documents evaluation. We also developed an issues/actions log and established the programme governance, embedding strong PMO oversight, protocols and systems.

The programme successfully delivered all workstreams in advance of the 2025 Capital of Culture celebrations for the City – with further works planned as part of a wider movement strategy for the Borough.
