Football Stadium Impact

CJ Founds were commissioned to provide strategic transport planning and highway development control advice to Luton Council for one of the most extensive planning applications they have received.

The application was for a new mixed-use development which included residential, retail, hotel, conference centre and a new football stadium for Luton Town FC on a 7.5-hectare site.

We provided advice on the technical appropriateness of transport analysis and assumptions used in the transport assessment. This included the commissioning and management of the council’s consultants to provide support on specialist pieces of technical work and approving the project’s outputs, as well as briefings for the Corporate and Service Director’s technical notes to articulate the position of the authority on all the transport matters associated with the planning application.

Some of the key tasks undertaken included the:

Assessment and critical review of trip generation for the mixed-use developments;

Checking of gravity models to distribute and assign trips to the transport network;

Detailed analysis of committed development, future traffic growth and development traffic in future year scenarios;

Full critique on the impact of the network and review of capacity assessments of junctions within the assessment area;

Benchmarking research of similar existing football stadia to assess assumptions put forward in the mode share analysis;

Extensive capacity assessments of bus, rail and highway networks to accommodate the planned growth;

Comprehensive review of the stadium travel strategy for travel to the new football stadium.
