This guiding suite of implementation principles sets-out a consistent and coherent range of methodologies that could be applied across all GM Local Authorities in relation to full-fibre network deployment.
For many years, a significant challenge for ongoing fibre deployment – especially across a metro region – can be the inconsistent approach applied by Authorities. While work has been piloted by DCMS to “barrier-bust”, the innovative and pioneering GM Prospectus established policy and agreed standards to encourage further fibre investment actively. This project was leveraged from the GM LFFN Programme.
The challenge was to create a framework of interventions that could be applied consistently across GM, while fully adhering to traditional requirements such as NRSWA, permitting and planning policy.
CJ Founds Associates – in collaboration with one of our trusted associate network, Essency Consulting – established a GM wide working group with representatives from all 10 Authorities, TfGM, F&RS and GMRAPS permitting team. This initial engagement developed into a GM working group which dealt with issues such as permitting, wayleaves and planning policy.
In just under four months, the prospectus was developed, produced and approved by all GM Authorities, with full endorsement by GM Wider Leadership Team and Digital Leaders. The prospectus delivered a service level protocol and standardised common wayleave across the whole of GM.
The GM Prospectus was launched by GMCA at its inaugural 5G Summit held at Salford Quays in November 2019, attended by over 30 organisations.
Edition 1 has been published and is considered to be the first of its kind within the UK.
