The contract included the transition to the use of the Highways Maintenance Efficiency Programme (HMEP) standard form of contract. This was delivered via an on-site delivery team created to drive a clearly accelerated, right-first-time decision-making process.
PRINCE2® methodology was applied with sound governance, reporting, roles & responsibilities and a Performance Management Framework. This was established with weekly risk and cost updates to maintain programme focus.
The contract was successfully procured in nine months, with a one-month mobilisation and a three month embedment period.
The project also included the training of Luton Highways staff in Commercial Leadership, NEC Contract Awareness and Behaviours/Collaboration, and Asset Management-based thinking. In total, over 200 days of training were provided.
